I have an idea about the GM applications & how I feel would be a good way to be run.
I've seen this in some other servers.
In times when we don't need any more GMs, I believe such as now, the GM application section of the forum should be locked. This way, people don't post a GM application, and have it lost never to be seen again by the naked eye. When the server is in need of a new GM, we could perhaps put a topic in the Announcements section of the forum to let people know that the GM Application's are open.
If we used this kind of system, it should benefit both the admins/owners choosing the GMs and the rest of the community.
It would benefit the people deciding on the GMs because they would not have to scout for GM applications that are recent in-between old applications that have been recently posted on. All of the current GM applications would be on the first page, or if there is a lot of people, then the first two pages. They would also all be posted in the same time period.
It would benefit the rest of the community, mainly the people trying to be accepted, also. They would not have to worry about "bumping" their GM application to get it noticed. They would not have to worry about the application disappearing because there shouldn't be as many old GM applications taking space and being commented on, when the person that posted it has left. "Bumping" usually keeps people away from the application, as it could be considered annoying, which would not help at all. When I have been GM on other servers, I have found that the main way GMs find out about the best applications is through the players. If someone notices it, they would most likely tell a GM about it. This GM could then notify the person deciding. This, in turn, might lead into the latest GM.
One of the GMs or Forum Mods could then close back up the GM Applications section, and someone could read the recently posted GM applications.
The GMs and Forum Mods could then make a post in the Announcements section (or somewhere else) as a poll with links to what they think were the most promising applications.
The players could vote on the GMs, and the most-voted on applications would be sent to one of the owners.
The ones that the owners approve of would become the GMs.

If we need 3 GMs, this is what would happen:
1.) GM Applications Section is opened for posting; notice about it in the Announcements section
2.) People create and post their GM applications
3.) GM Applications close
4.) Current GMs and Admins sort through and choose the most promising GM applications.
5.) Poll is posted with links to the GM applications; people vote
6.) Top x-number applications are sent to owner
7.) Owner approves of 3; those 3 are promoted.
